Spectrum worldgen is below y=-64. causing it to be unnable to be JER'd #468

this is a sister issue to https://github.com/RundownRhino/RegionScanner/issues/11 JER does not support worldgen below y=-64 which makes it unable to see the entirety of the spectrum deeper down (which is a ore haven tbh)

after hacking upon RegionScanner to make it produce correct offsetted y-values. JER does not load the outputted data for spectrum's Deeper Down
