Allowed & Blocked entities: Migrating an entity to a new EntityID should not remove all access rules #348

What steps will reproduce the problem?
1. Create an SP 'https://sp1.example.edu'
2. Create an IdP 'https://idp.example.edu'
3. Add the new SP as an Allowed SP for the IdP.
4. Change the EntityID of the SP to 'https://sp2.example.edu'.
5. Go to the Allowed SPs of the IdP

What is the expected output? What do you see instead? If possible, please
give an URL the page with the defect.

Expect to see the SP as allowed.
Do not see it checked.
