[ ] Some subsurfaces can't move into negative space (so they stop at x=0 or y=0)
[ ] Decide on when to use xdg-popup vs subsurface
[x] Add decorations to subsurfaces
[x] background tasks child window movement is still very wonky?
[x] hide window until positioned properly so we don't see default location
