Check for highlight-tail-mode didn't work #4

Trying to eval highlight-tail-mode when I didn't have the package installed returned an error.

thanks for pointing this out. after thinking about it, i think its best to remove this from the theme code itself and should be managed by the user when loading/changing themes.
