WEIGHT and f measure changes #157

This pull request streamlines the weighted graph experience.

Changes the FLOAT command to WEIGHT.
Makes it so that only elw files are allowed when WEIGHT=1
Weights can only be positive or negative
Graphs cannot have third column unless SANA is complied with WEIGHT=1
No unweighted elw files allowed Made some changes to the f parameter
Currently, does not work. No SEGFAULT
changed from -f to -fbs
