Cannot use usb mouse (spinner, etc.) when usb joystick is in use #39

1. attach zero-delay usb encoder
2. attach optical usb encoder (mouse, trackball, etc.)

The optical control output is only working in MAME when the joystick usb 
encoder is unplugged.

Would it be possible, that both can coexist?

I hacked some joypads for input, that have analog sticks, that are bot used, 
but I would also like to use a trackball connected as a mouse.

This design choice makes it effectively impossible to build a mame4all system 
that can play both spinner and stick games without painful reconfguration!
