F5 and F7 both attempt to open savestate, no button to save it

Describe your system:
 - Windows XP Home SP3 32-bit
 - Mupen64Plus 1.99.5 Windows
 - Default plugins used

Describe the problem:
When I press F5 or F7, I get an error message saying that the selected state 
can't be opened.  I'm assuming one of these buttons is supposed to save the 
state rather than try to open it, but I don't actually no because I can't find 
the controls anywhere, since there's no GUI or -help text inside Mupen64Plus.  
At any rate, I've pressed just about every button on my keyboard and I have yet 
to save a state, so any help on how to do so would be nice.
