Recent nightly versions of KiCad can import schematics and PCBs from EAGLE. I imported this design, and it looks like everything's there. I had to enable fill for the ground floods to get everything to reconnect, but that's the only change. The results are under the kicad directory. The conversion looks good in the 26 Jan 18 nightly I'm currently running on Windows, but some ratsnest connections show up when I load it into KiCad 4.0.7 on Linux.
Also, DigiKey has discontinued the TC75W57FK comparator and some of the capacitors used. Mouser still carries the comparator and I've substituted available equivalents for the capacitors. bom.csv (in the kicad directory) has both DigiKey and Mouser part numbers.
