WPK Dockerfiles for Linux ARM doesn't work #2779

Description

As part of https://github.com/wazuh/wazuh/issues/17295, some tests were run against all Dockerfiles to ensure they still work after upgrading to OpenSSL 3.0.

During this testing, it was discovered that the Dockerfiles for creating WPK packages for Linux ARM do not work as they have not been maintained in a long time because they are not official packages.

It is necessary to decide whether these scripts should be fixed or removed as they are not used for any testing stages.
