Description

As part of https://github.com/wazuh/wazuh/issues/17062, we will delete the deprecated rules management endpoints:

[x] GET /rules
[x] GET /rules/groups
[x] GET /rules/requirement/[requirement]
[x] GET /rules/files
[x] GET /rules/files/[filename]
[x] PUT /rules/files/[filename]
[x] DELETE /rules/files/[filename]

Checks

The following elements have been updated or reviewed (should also be checked if no modification is required):

[x] Tests (unit tests, API integration tests).
[x] Changelog.
[x] Documentation.
[x] Specification.
[x] Integration test mapping (using api/test/integration/mapping/_test_mapping.py).
