add fromJson to tools #397

This adds from fromJson utility to the version of starphleet deployed on the search phleet.

Tested this on a Xenial dev ship with Raul.

I modified my usr/bin/tools to match this PR and now that container deploys properly with 'fromJson' functionality and is reading the secret properly.
