CW feature missing #11

CW decoding capabilities need to be added to satisfy our objectives.

From @jamilkallas: Apparently the issue from the blocks provided in gr-satnogs is that the low pass filter creates too much attenuation.

See the last post of #15, CW seems to be a lost cause for now in 3.8.
