ADR0032 & ADR0033 #68

Creation of draft ADR for cross sectoral standards attribute extensibility. Next step is to build out the two proposals as tech spec options such that we have options to review with the initiatives and community to enable consensus.

Closing as I had accidentally opened this pull request with two ADRs in a fork. Thanks to @raimundo-henriques 's help, I have now opened two separate PRs for these ADRs.
