Updated the build script, go.mod #23

We had some customer complaints that the RSS plugin was not functioning on the latter releases of mattermost-server.

I had to update the build scripts to build it, but once built it appears to work fine on master.

@wbernest thanks for accepting this PR, do you mind cutting a new release of the plugin that we can point Mattermost customers at?
