Add interactive map comparing nighttime/daytime imagery #12

This is implemented via https://github.com/wbg-bigdata/nightlights/tree/feature/about-hardoi-interactive, but not ready to go live yet.

Main thing to look at: nighttime imagery is very dark, difficult to distinguish between different values. Need to play around with color/transparency of nighttime imagery.

Increased the contrast in the nighttime imagery so it's easier to see differences.
