Need units on fission rates for Fig 3 #6

The sentence introducing Fig 3 indicates that the fission rates are normalized to the mean, hence I left the units out since they wouldn't mean anything.

Gotcha- in that case I would just add "normalized" somewhere in the caption of the figure so that it is clear that it is unitless.
