Apply R code style rules to BigVARAlgorithms.R and BigVARFitFun.R
Remove unused arguments and code from functions in BigVARAlgorithms.R and BigVARFitFun.R

I cleaned up these two files using styler and removed unused arguments to prepare to investigate a possibility of restricting models. This PR should not affect functionality at all, it just reformats the code and drops unused arguments.
