I've tried just about everything I could find elsewhere that seems related to this issue, and none of it is working for me. There is much conflicting information about how and where to set up proxy configurations for SPC, and since none of it is resolving my issue, I'm opening a new ticket. Start by reading http://wbond.net/sublime_packages/package_control/settings. Most of your questions are answered there.

I don't know what CNTLM is and can't really help you too much with the details of that. I can provide help if you provide an accurate debug log.

If you still have trouble once you set up the proxy following the settings I linked to, please re-open this with a debug log.

Also of note, there should be a new Windows-only downloader included in Package Control 2.0 that will use your system proxy settings that should hopefully alleviate some of these issues.
