Sublime Package Control not able to hit a local CNTLM proxy

I've tried just about everything I could find elsewhere that seems related to this issue, and none of it is working for me. There is much conflicting information about how and where to set up proxy configurations for SPC, and since none of it is resolving my issue, I'm opening a new ticket. Hopefully this can be resolved and we can get all the correct information in one place so others don't spend hours trying different things as I have.

Some basic questions:

• Which file do the settings need to be in? (different claims are made in SE sites and others about this)
• Do I need to restart ST2 after making changes to proxy settings?
• Do I need the "http://" before the hostname? (again, conflicting claims out there...)
• If I'm hitting CNTLM do I need the password and username explicitly set to "" or just left off?
• In which file should we set debug to true?

And then:

• is there anything else that we need to do (that I neglected to ask about) to get SPC to use CNTLM?

I don't know what CNTLM is and can't really help you too much with the details of that. I can provide help if you provide an accurate debug log.

Also of note, there should be a new Windows-only downloader included in Package Control 2.0 that will use your system proxy settings that should hopefully alleviate some of these issues.
