This issue is related to the website packagecontrol.io. After a search (which does automatically after you type some characters) the website assumes /search/ as the document root. So all links like /about open in /search/about instead. Which is weird, because the actual anchor link seems to be correct (/about). Therefore, I assume this is triggered by javascript or something else. And this does not happen only on /search; if I click on a package, that path is added to the full URL. For example, I might end up with https://packagecontrol.io/search/packages/say_thanks
EDIT: also it works fine if I open the link in a separate tab/window, just not if I open the link in the same tab.
