Add a troubleshooting section for missing deps or pkgs. #146

This came out of https://github.com/wbond/package_control/issues/1581.

Not sure if it's okay to reference an unofficial channel here, but packagecontrol.io doesn't seem to have mirrors or historical versions of channel_v3.json.
