Closes #1 by providing PR templates and commit message templates

[ ] Add explanation of the contents of the templates

No testing required.

These messages and templates are used at Allovue.

@jsonbecker, I figured requesting changes like this could also be instructional for the session participants in terms of showing how it isn't just a wild west of merging pull requests and all that.
