What does this PR do?

Adds a BASH shell script to test whether or not the .gitignore file is working correctly in a repository

What needs to be finished before QA?

[x] Find a way to create an equivalent batch file for MS Windows based systems
Just tested the shell script in GitBash and will be adding to the Wiki to show Windows specific instructions for installation.

Where should the reviewers start?

Make sure that the .gitignore template is included in a the user configuration
Run the shell script.

How should this be manually tested?

Reviewing the output from the script (should list the files and status of the repository
Should show that the .csv file is in the subdirectory but is never staged for commit or committed to the repository.

Any background context you want to provide?

Provides a way to test configuration to make sure data files will be automatically ignored when using Git
