What does this PR do?

Adds a BASH shell script to test whether or not the .gitignore file is working correctly in a repository to the master branch
Includes information about the conventions we are using to work in the repository

What needs to be finished before QA?

[ ] Create screenshots/more detailed instructions for configuration for users to use the commit message template
[ ] Create screenshots/more detailed instructions for configuration for users to automatically get the .gitignore template added to their repositories upon initialization.

Where should the reviewers start?

This shouldn't have any effect on the existing state of the master branch beyond adding content

How should this be manually tested?

There's a shell script that can test whether or not the .gitignore file is working as anticipated

Any background context you want to provide?

Trying to move more content into the master branch to make it more visible to newer users
