dl_util should not use dl's internal code #160

Based on feedback in PR https://github.com/wc-duck/datalibrary/pull/157

dl_util could be converted into an example, and be removed from the library.

Perhaps it could still exist as a "header only" version, then it wouldn't be able to use internal code and wouldn't contribute to the compiled library size?
