Build functionality from updates.php into an openrocket.info web API.

[ ] Document API with Swagger.io / Open API
[ ] Node API Service for openrocket.info (probably api.openrocket.info)
[ ] Method for tracking inter-release change logs
[ ] Build tool to automate the deployment of a new release and update the 'current version' API
