Add LEFT as a new EFT. #8

LEFT can be used to solve the new beta function implementation which is entirely based on https://arxiv.org/abs/1711.05270. The idea is to have an independent implementation of LEFT beta functions and solve them without interferring with the current WET RGE running in wilson . This would allow comparison of the old and new RGE running solutions and hopefully resolve issues like #54 with the wilson.

Why is this not simply a duplicate of WET?

Its superseded #93. So not needed anymore!
