Would be nice if BYTE_LENGTH was public in binding classes #184

BYTE_LENGTH is the maximum size in bytes of the mainframe payload for a 
structure.

This is often useful (for instance to allocate buffers).

Currently this is a private variable only available through a getter after 
instantiating the binding class.
