In some cases, subsequent dongles are not initialized if a configured dongle is missing #102

This is an old issue that existed before this fork, but I just now figured out how to reproduce it.

If the missing dongle is defined in dongle.conf by both imei and imsi, all is good.

If the missing dongle is defined only by imei or imsi, only subsequent dongles defined in the same way will be discovered.
