Cannot send SMS E1731 with Asterisk 13.13.1 #25

Compile on Asterisk 13.13.1 with cusd_use_7bit_encoding enabled. Working fine with incoming and outgoing voice calls and ussd. SMS incoming works but outgoing sms is not working. Any solution? My dongle is E1731

I have no idea. I have no dongle, let alone a E1731 dongle.

If you provide a PR, I'll happily review it for sanity and merge it.
