Support Tcl 8.5 #1

Quill should support development with versions of Tcl other than the one it requires itself.

This is essentially finished; if Tcl 8.5 is what's installed in the PATH, then Quill will use it. In addition, users can now use "quill config" to point Quill at a particular tclsh and related tools.
