Do the Maven build of ladybug-frontend when specials/ladybug is run #102

When this issue is done, https://github.com/wearefrank/ladybug-frontend/issues/656 can be picked up. Then the combination of Ladybug and the Frank!Framework can be treated by the Frank!Runner.

Kost te veel tijd. Je kan ook handmatig of in GitHub Actions de ladybug-frontend Maven build doen. Alternatief is ook om op de frontend manier de frontend te starten - we zijn gewend dat hij dan parallel draait aan de frontend die in de backend ingebouwd is.
