Update README.md configuration management about FrankConfig.xsd #36

The VSCode XML plugins may require Java 8. I will add that.

In my previous commit to this PR I added text that I took from the Frank!Manual. It said that some complicated Java installation is required when you want XML to be checked against an XSD. I investigated whether this installation is still needed. I did so by looking in settings.json for reference to a Java installation, which I did not find. I also removed JAVA_HOME from my Windows environment variables. I still had no trouble verifying Frank config XML code against FrankConfig.xsd.

The mentioned commit also mentions two instead of one Java plugin. I disabled the plugin by Josh Johnson and I could still verify against my XSD. I conclude that this second plugin is not necessary.

These two updates are done in the last commit.
