Feature/upgrade node and fix ports

• fixes issue on local dev env https://github.com/wearefuturegov/outpost-api-service/issues/21 local dev port is now 7000
• updates node version to 16.18.0 from 14.17.1
• started documenting the main controller for writing tests as part of testing all the endpoints weren't erroring
• I have run the create indices locally on a new db and it didn't error, but no tests to confirm this on staging
• had to change the ssl package
• setup dev environments as the above package was different, the old one didn't touch development env this one does so I updated the npm run dev command to include NODE_ENV
• fixed two changes to mongoose that had changed since the versions changed

@em-cd try nvm use to make sure your on the right node version and npm install as well that should get rid of those issues

Just checked, I'm on node 16.18.0 and have run npm install and I'm still getting those errors.
