Consider refactoring pattern tasks into the start kit #2

Should the gulp tasks for patternlab and the starter kit actually be in the starterkit repo? I think that actually makes more sense as they relate to the structure in that repo.

Thinking about this more: any tasks relating to sass and js builds should go in the starter kit itself. Anything php related stays in the lean-theme repo, including the pattern lab commands. This way the starter kit is properly abstracted - only it has the tasks relating to its own structure (by this philosophy it will still work if we used a different starterkit with a different structure).

Thoughts?
