Make the RGB (Aerial Photography) data from Kew available via the map view #422

We lost data on our previous aerial photography, however, we should be able to load the 25cm RGB data into the system via geoserver.

We are currently having some issues regarding reprojection of the data. it is slightly mismatched with our openstreetmap layer and I assume our other layers. This might require projecting using GDAL before we load into geoserver.

Note for future purposes:

Assuming this is due to the sheer size of the dataset but geoserver's "on the fly" reprojection to ESPG:3857 was not accurate enough and resulted in a mismatch with the OSM layer. This was resolved by using GDAL to project the raw data into 3857 before moving into geoserver.

I've also placed this behind the kew_rgb25cm team permission. It should only be enabled for Central Sussex.
