Only create language packs for active projects #138

Issue Overview Currently when running the following command wp traduttore project build --all --force the language packs are only created for active projects.

This is not the case for when saving new translations or running wp traduttore project build <project-name> command.

An easy solution would be to add checks for this to the ProjectLocator, but perhaps that's a bit too low-level.
