Add timezone labels to scheduler and dashboard #1203

Current state

When a user is authoring content and using the scheduling options, there is no indication of what time zone they are selecting a date and time for.

Acceptance criteria

Anywhere that a user in the CMS can see or set a timestamp, it should be clear what time zone that timestamp is in.
