Define research strategy for including Spanish language users feedback

• Identify resources that can support research with Spanish language users
• Identify recruitment options
• Have an owner (ideally on NWS side)

I wrote up this doc as a starting point.

I think the 2 short term actions are:

• Identify resources at NOAA that would be engaged in any research / feedback gathering efforts for multi-lingual

• Translate touchpoints survey into 3 languages (https://github.com/GSA/touchpoints/wiki/Languages)

• Translate recruitment survey into Spanish and Chinese, figure out if requires any new PRA

One note on unmoderated, I'm not entirely confident we can do it in usertesting, primarily based on reports from other projects (WIC) having a tough time. But also possible they have different constraints.

Once onsite is over, would love if you could help setup a meeting with the folks you've been working with on language stuff to get it back rolling.

On the plus side, I do have a clearer sense of what steps are needed, what PRA will likely be needed, and what we need on the NOAA side.
