Addition of wind direction acronym/abbreviation #1400

A number of external comments have requested the addition of wind direction abbreviations alongside the arrows (e.g. SSE).

Consider adding arrow at beginning of wind in hourly forecast, followed by the cardinal direction (NE, SE, etc), followed by wind speed and gust (if occurring). Should shorten row name to "Wind" vs. "Wind Speed".
