Draft IOC content buildout strategy #1513

For planning purposes, it would be helpful to outline the approach we might take to content migration and how much time we might need to complete it.

Include options for different versions of the site as it expands.

@colinmurphy01 Does this reflect your other ask from yesterday? And if so, is it ok to limit the scope for now to the content we know will be in the new site? (as in the content types we've already scoped out, not the ones we haven't touched yet)

@colinmurphy01 I had this convo with Brian, and because of his feedback and everything else we had to cover in champions we didn't get to include this yet. Do you want a chance for us to discuss internally again before bringing to a champs meeting?
