Observations frequency and spatial resolution - API #1561

Right now, frequency of obs updates low. From user comment:

"Want to make sure that 5 minute past observations will still be available for the different sites similar to: https://www.weather.gov/wrh/timeseries?site=KSTL"

There is also a desire for the age of the ob to be highlighted once it's "old"

There are also comments concerning the low spatial resolution of the obs. e.g. "The current weather for my zip code (84098) comes from an ASOS that is 1000 ft elevation lower than my elevation. So it is not remotely accurate. Please use other sources of current weather ( DOT, Snotel, aprswxnet) . There are many quality weather stations closer than the nearest ASOS."

@coreypieper is this related to #1487? It feels like it is, but want to make sure.

This is likely related to our chat earlier, but no, this is more about the temporal and spatial (I'll add that part above too) resolution of new/current obs as they come in vs. historical ones.
