Address what exactly is the high/low temperature on beta #1728

We got some feedback asking whether the low temperature is the lowest temperature from that morning through that night and into the following morning...or not. API low temperature is the low temperature on the second part of the day(and night that follows). You can see this here that the low in the forecast is for the night, not the morning of that day. Do we need to provide context on what the highs/lows mean? Or do we need to request a different calculation for low/high temperature via a change to the API?

This is significantly blocked by API but something we should fix by IOC launch.
