Drupal: revisit `filefield_paths` module

Description

The filefield_paths module is currently in beta and may not be covered by Drupal's security policy. Unfortunately there is no real good alternative to this module, so one option is to re-write this functionality ourselves (if there is no formal filefield_paths release by IOC).

Alternatively if the DSS builder scope grows further (such as requiring us to compress uploaded images) we can consider either integrating with the api interop layer or splitting uploads off into its own microservice app. In that case, we wouldn't need this module anymore.

Acceptance criteria

• [ ] Decide if filefield_paths module still meets our needs by January 2025
• [ ] If an architectural change is needed, file an ADR and separate tickets to track that work

I think we'll reach a decision point before then, which is why I suggested Jan 2025. At the very least, we'll know far more about DSS builder integration then and can decide if we need to revisit.
