Lofi protoype/ designs of navigation for county + state to meet following user needs:

I need to find and navigate into a state from the home page
I need to find and navigate into a county from the home page
I need to find and navigate into a state from a county or point location
I need to find and navigate into a county from a state or point location

Just noting here: I'd love to focus the scope of this to county only for now, but I'm guessing that's not doable since navigation likely involves states as well.

Noting that under state these related stories also existed:

I need to be able to navigate into a state
I need to be able to search / find the county view flexibly, even when I may not know what county I am looking for

@sarahmhgov you've been working on GHWO instead of this right?

If so, I'm going to move this back into our backlog and unassign.
