Make radar less zoomed in by default #1961

Minor enhancement, usability

In R8 testing, we observed that many user were confused on the scale of the radar, and ended up zooming at to get more oriented to the area.

Proposed solution: adjust the zoom 1-2 steps to provide users a broader view of the weather, as storms far away may move closer in.
