[WIP] Remove astropy-helpers #55

The goal of this PR is to refactor and remove astropy-helpers. This is a work in progress, but having the changes visible in the PR will be helpful.

Coverage increased (+0.01%) to 65.55% when pulling 41db21a904c90f734efe060db8cbd2c75e38d3eb on remove-helpers into 5de52953277fc5d0787781adb88973d0affbc6c2 on master.
