Pass Docker's knowledge of peers to weave net

Currently, all weave peers have to be told about other weave peers, so they can create a mesh.

When weave is used as a Docker plugin, Docker already passes "discovery" messages to the plugin, so this information could be used instead, to save the user having to tell weave.
