Host and application status #15

It's quite easy not to notice that something (e.g., an agent or balancer) has failed, and therefore things aren't happening. To troubleshoot, or even to monitor, it would be useful to be able to see the status of flux on each host (and indeed, which hosts are running).

Each fluxd now maintains a record of its host IP while it is running (these are listed in fluxctl info).
