When I change the config of a service with fluxctl, the balancer seems to get three separate updates to process.

https://github.com/squaremo/flux/commit/3517b7b712794b6461d9a6126a6405b84413dc49 addresses the cosmetic aspect of this in the logs. Are there any negative consequences beyond that?
