[WIP] Add metcdstore #36

Things remaining until we have a working proof of concept:

[ ] mesh/metcd must implement WatchServer, so metcdstore can implement Watch{Hosts,Services}
[ ] mesh/metcd must implement LeaseServer, so metcdstore can implement Heartbeat (needed for TTL)
[ ] flux/metcdstore needs to pass the test suite

Things remaining until we have a viable release candidate:

[ ] mesh/metcd needs to support snapshotting and compaction
[ ] flux/metcdstore needs better lifecycle management of the metcd.Server and mesh.Router
